The family relocated from Russia to the United States in the early 1990s, right after the fall of communism. As devout Christians raised in a land where Christianity was illegal, the Semenov's endured persecution that most Americans simply cannot imagine.

Prior to forming TEAR, Inc., Leo operated the largest Christian publishing company in free Russia. Leo's company translated and printed millions of copies of Bibles and other Christian literature for world renown publishers, such as Thomas Nelson Publishers, International Bible Society, Bible League, and Josh McDowell. In fact, Leo and his partner were able to personally present a Bible to Gorbachev and President Yeltsin in 1992, immediately after the coup that brought freedom to the land.
